On-Site Sewage Facilities (OSSF) Permitting Applications

Texas Drinking Water Solutions provides assistance to owners of On-Site Sewage Facilities (OSSF) concerning application and permitting requirements and the acquisition and verification of licensed professionals to perform OSSF activities such as site-evaluation, design, and installation.

TDWS also provides assistance to local governmental entities that are seeking designation as an authorized agent of the Texas Commission on Environmental Quality (TCEQ) to establish their own responsibility for the implementation and enforcement of applicable OSSF rules.

Revised Total Coliform Rule (RTCR) Compliance Requirements for PWSs

Texas Drinking Water Solutions provides guidance and assistance to PWSs by coordinating the development, completion, and submission of required RTCR compliance documents to TCEQ for review and approval.

TDWS offers cooperative regulatory coordination with TCEQ for all required routine and repeat microbial sampling activities, Sample Siting Plans, Level 1 and Level 2 Assessments, State-approved Start-up Procedures, and associated RTCR compliance requirements.

State and Federal Rule Applicability and Inactivation Requirements For PWSs

Texas Drinking Water Solutions provides effective management and performance of compliance implementation strategies and technical assistance to owners, operators, and officials of public water systems (PWS) as well as facilities, businesses, and districts concerning state and federal rule requirements which permit the inactivation and consolidation of existing PWSs and exclusion of facilities, businesses, and districts from regulation as a PWS in accordance with applicability requirements as described in 40 Code of Federal Regulations (CFR) 141.3 and § 142.3, and 30 Texas Administrative Code (TAC) § 290.102(a)(1) – (5).

Alternative Compliance Option Assessments and Strategy Development For Applicable Facilities and PWSs

Texas Drinking Water Solutions offers site evaluations at facilities and businesses that are regulated as public water systems (PWS) to determine their suitability for the use of an approved alternative water source (i.e., bottled water) with self-contained portable water dispensing devices in the place of existing groundwater or purchased water sources. This process is designed to replace existing groundwater or purchased water sources that supply bathroom and break room sink facilities with approved bottled water sources and to ultimately permit the inactivation of eligible PWS facilities.

TDWS coordinates the regulatory approval process and the development and completion of required compliance documentation concerning the termination and conversion of existing regulated water sources to allow the implementation of approved alternative water sources with self-contained portable water dispensing devices.

 

Cross-Connection Control Program and Health Hazard Assessments for PWSs

Texas Drinking Water Solutions offers technical and compliance assistance to owners, operators, and officials of public water systems as well as facilities and businesses concerning the establishment and implementation of an effective internal and external cross-connection control program which includes proper inspections, testing procedures and frequencies, and maintenance and reporting requirements for required backflow assembly protection devices.

Technical Training and Compliance Assistance For Utility Staff and Organizations Concerning PWS, RTCR, and OSSF Regulatory Requirements

Texas Drinking Water Solutions offers technical training, strategic management, oversight, rule implementation strategies, and regulatory compliance assistance to owners, operators, and officials of public water systems (PWS), businesses, and organizations concerning Title 30 Texas Administrative Code (TAC) Chapter 290 requirements.
